Good morning. About resolution #2, the Corporate Compliance Committee is supposed to be a safe vehicle for whistleblowers to report and investigate corporate fraud and malfeasance, to mitigate risk and promote integrity and honesty. Currently it is located within the County Manager’s office and the legislature and public have yet to receive any reports about its activities and accomplishments, although it is posted on the Compliance page that the legislature is supposed to be informed of compliance investigations and outcomes. That means that the program does not receive the benefit of legislative oversight and the legislature is prevented from learning about any issues with compliance. Today’s resolution would bestow the ability upon the County Manager alone to hire outside firms to investigate internal compliance complaints. To pass it would continue to prevent a culture of transparency and to contain all information about corporate compliance within the County Manager’s office. Since that office is involved in most contracts to some extent, it would further cement the County Manager’s office’s ability to stifle any question of their own malfeasance or complicity. I suggest that checks and balances are necessary in this situation and that you carefully consider this resolution.
