WHEREAS, the Services Unit in the Department of Social Services (DSS) is responsible for providing services to the adults and children of Sullivan County to ensure safe and stable living conditions; and

WHEREAS, the Commissioner of Division of Health and Human Services has reviewed the needs of the Services Unit and has determined that there is need to better coordinate our resources to handle the Department of Social Services Children and Adult cases; and

WHEREAS, the cost of two Service Coordinators are calculated at $222,201; and

WHEREAS, abolishing two Caseworker positions (Budget Positions (BP) #1125 & #1241) will fund $173,468 and the additional $48,732 will come from funds budgeted under line 6010-38-40-4001 that are not currently in use.

NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby abolishes BP#1125 & #1241 and reallocates funds from budget line 6010-38-40-4001; and

BE IT FUTHER RESOLVED, that the Legislature creates two Service Coordinator positions; and

BE IT FURTHER RESOLVED, that the Service Coordinator positions be immediately filled by the Commissioner of the Department Social Services with qualified candidates; and

BE IT FURTHER RESOLVED, that in the event of promotions to Service Coordinator from within the department, the positions vacated are authorized to be backfilled.
