WHEREAS, the Sullivan County Legislature adopted a Legislative Discretionary Contract Funding Program pursuant to Resolution No. 327-16; and
WHEREAS, the program is designed to assist Sullivan County and County-oriented entities with achieving such goals as public safety, public health, youth services, community development, and economic development; and
WHEREAS, the program review took place during the 2023 Budget process and the Legislature had an opportunity to assess the applications submitted;
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature approves the projects listed in the attached “Schedule A” and the disbursement of the associated funds, and
BE IT FURTHER RESOLVED, that the Sullivan County Legislature authorizes the County Manager to enter into contracts with these award recipients for the contract period of January 1, 2023 through December 31, 2023, said contracts to be in a form approved by the County Attorney.

Grant administration for state and county funds that go directly into Sullivan County communities. Art promotion, staff on hand for inquires, directories, assisting communities with cultural planning, creating a network for artists and arts groups. |

Funding will provide educational and promotional support in the County’s role as a voting member of the non-profit organization. The projects that UDSB will allocate funding to will be NYS Route 97 Vista Enhancement, “Flyway by the Byway” Pollinator Campaign, Upper Delaware Scenic Byway Educational, Tourism Promotion, and Resource Protection Materials, Visitor Contact Facility, and Preserving Scenic Values Workshop. |

To stock fish in Sullivan County public access waters, to stock pheasants throughout the county, to improve habitat for deer, small game, fish and all other non-game species. To feed deer, turkeys and other wildlife, including birds, during critical winter months. Send children to DEC Conservation Camp for a week of educating them about the great outdoors, provide partial scholarships to HS Seniors. Sponsor fish & game seminars throughout the county, sponsor a Youth-Day where all activities are dedicated to teaching & informing the children what hunting, fishing & conservation is all about and host a Youth Ice Fishing Derby during the month of January. |

Continue to provide free services to adults in Sullivan County who are operating at low levels of literacy and provide proficiency in English as a second language. Offer English as a second language classes at the Monticello CSD bus garage, which will provide High School Equivalency classroom and one on one tutor training to those students who require smaller class sizes than the BOCES program can offer. |

Funding will be used to supplement funding for the Liberty Elementary School After School Program. Funding will help provide the United Way of Sullivan County with one part-time worker to assist the Chief Professional Officer, who is currently the sole employee, with all clerical duties, office equipment (laptop), and emergency assistance. The funding will contribute to meeting the three long term goals of Education, Health and Income allowing the United Way to be forefront of nonprofits in the county and to better the lives of county residents. |
