RESOLUTION INTRODUCED BY HEALTH AND HUMAN SERVICES COMMITTEE TO MODIFY RESOLUTIONS # 301-20 , # 281-21, # 394-21 and # 462 -22 TO AUTHORIZE PCG TO ADMINISTER THE FELLOWSHIP PROGRAM FOR THE HRI COVID-19 ELC GRANT #6463 AND TO EXTEND THE GRANT TERM

WHEREAS, New York State Department of Health (NYSDOH) through the Health Research Inc. has made funding available to support enhanced detection, surveillance and prevention of COVID-19 through the Covid-19 ELC grant #6463-1, which Sullivan County Public Health entered into in July of 2020 through Resolution # 301-20; and
WHERAS, Resolution # 281-21 extended the term through 3/31/2023, Resolution # 394-21 added the Fellowship Program with SUNY Sullivan administering the program and Resolution # 462 -22 adding Monkey Pox as a deliverable and extending the grant term to December 31, 2023; and
WHEREAS, the Grants Administration of the Office of Public Health are awarding a time extension for the Public Health Corps Fellowship Program contracts through June 30, 2024; and
WHEREAS, SUNY Sullivan has withdrawn its interest in administering the Fellowship program, the NYS Health Department through Health Research Inc. has authorized PCG to administer the NYS Public Health Corps Fellowship Program on behalf of and in collaboration with county health departments; and
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager, Chairman of the County Legislature, and / or their authorized representative (as required by the funding source) to execute any and all necessary documents to authorize PCG to administer the Public Health Fellowship Program in collaboration with SCPHS and extend the term of the grant to June 30, 2024; and
BE IT FURTHER RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager, and / or Chairman of the County Legislature (as required by the funding source) to accept the additional funding for this award, and enter into an award agreement to administer the funding secured, in such form as the County Attorney shall approve; and
BE IT FURTHER RESOLVED, that should the funding be terminated, the County shall not be obligated to continue any action undertaken by the use of this funding.
