Title: WHEREAS, property located in the Town of Highland designated on the Sullivan County Real Property Tax Map as 18.-1-25 being 52 x 387 square feet and located at NYS Route 55 is owned by the County of Sullivan by virtue of an Article 11 foreclosure for 2020 taxes; and WHEREAS, Samantha Sideris owns a 2.5 acre parcel of land known as Town of Highland tax map #18.-1-22 which is adjacent to the parcel noted above. The parcel owned by Sideris encroaches on the County-owned parcel. In addition, the County-owned parcel is protected by an easement which provides access to several owners adjacent to the Sideris parcel. As such, Samantha Sideris has offered to purchase said property from the County of Sullivan for the sum of One Thousand ($1,000.00) Dollars which includes the auction fees and 2022 County/Town taxes to clear up any possible encroachment and ensure that access continues to all owners adjacent to the County-owned parcel. Narrative of Resolution:

WHEREAS, property located in the Town of Highland designated on the Sullivan County Real Property Tax Map as 18.-1-25 being  52 x 387 square feet and located at NYS Route 55 is owned by the County of Sullivan by virtue of an Article 11 foreclosure for 2020 taxes; and

 

                     WHEREAS, Samantha Sideris owns a 2.5 acre parcel of land known as Town of Highland tax map #18.-1-22 which is adjacent to the parcel noted above.  The parcel owned by Sideris encroaches on the County-owned parcel.  In addition, the County-owned parcel is protected by an easement which provides access to several owners adjacent to the Sideris parcel.  As such, Samantha Sideris has offered to purchase said property from the County of Sullivan for the sum of One Thousand ($1,000.00) Dollars which includes the auction fees and 2022 County/Town taxes to clear up any possible encroachment and ensure that access continues to all owners adjacent to the County-owned parcel.  Samantha Sideris has also agreed to combine the two lots in question (18.-1-22 and 18.-1-25); and

 

                     WHEREAS, the Real Property Advisory Board has reviewed the offer of the Samantha Sideris and recommends that the County accept her offer as it provides access to a landlocked property as defined in Chapter §164-8(C) of the Sullivan County Code, with the condition that the two lots be combined as soon as possible; and

 

                     WHEREAS, in addition to the purchase price of $1,000.00, Samantha Sideris will also be responsible for recording fees and any other applicable charges, including but not limited to, omitted and pro-rated taxes, water and sewer charges, if any.

 

NOW, THEREFORE, BE IT RESOLVED, the Chairman of the Sullivan County Legislature is hereby authorized to execute the necessary documents in order to convey the aforesaid premises to Samantha Sideris upon payment to the County Treasurer of $1,329.00 representing the purchase price, auctioneer fee and recording fees.
