RESOLUTION INTRODUCED BY HEALTH AND HUMAN SERVICES COMMITTEE TO ENTER INTO AN AGREEMENT WITH PRIMECARE MEDICAL OF NEW YORK TO PROVIDE MAT AND SUBSTANCE ABUSE COUNSELING AT THE SULLIVAN COUNTY JAIL

WHEREAS, since on or about August 12, 2021 Prime Care Medical of New York, as a contract vendor, has provided all medical services to inmates at the Sullivan County Jail in accordance with Request for Proposal #R-21-17; and

WHEREAS: The contract entered into between the County of Sullivan and Prime Care Medical of New York was silent as to the issues of substance abuse treatment; and

WHEREAS, In March of 2021 the Governor signed into law a provision requiring local jails to offer Medication Assisted Treatment to local inmates; and

WHEREAS, Medication Assisted Treatment is now considered the favored treatment for most effectively addressing opioid addiction as it assists individuals in avoiding cravings which accompany physiological dependency on substances such as opioids; and

WHEREAS, The Sullivan County Jail has long provided Substance Abuse Counseling for inmates; and

WHEREAS, Medication Assisted Treatment includes, as a vital component; in addition to medication, weekly counseling with a Credentialed Alcohol and Substance Abuse Counselor (CASAC); and

WHEREAS, Prime Care Medical of New York has proposed to increase the scope of their service offerings to include both Medically Assisted Treatment as well as substance abuse counseling to all inmates afflicted with such chemical dependency.
