RESOLUTION INTRODUCED BY THE PLANNING, COMMUNITY DEVELOPMENT, REAL PROPERTY, CAPITAL PLANNING & BUDGETING COMMITTEE TO AUTHORIZE THE DIVISION OF PLANNING AND COMMUNITY DEVELOPMENT TO APPLY FOR A 2022 ECONOMIC DEVELOPMENT PROGRAM GRANT THROUGH THE NEW YORK STATE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM 

 

WHEREAS, New York State’s Office of Community Renewal, through its  Community Development Block Grant (CDBG) Economic Development program, provides grants to communities that wish to sponsor economic development activities that create or retain high quality, full-time jobs that are well paying and provide benefits and training to low- and moderate-income persons; and

WHEREAS, Sullivan County has served as a municipal sponsor for CDBG Economic Development and CDBG Small Business grants in the past, with the Division of Planning and Community Development providing administration services; and

WHEREAS, program applications are accepted on a rolling basis; and

WHEREAS, the Stickett Inn in the center of the Town of Highland’s hamlet of Barryville seeks to expand the hospitality services it provides through the acquisition and redevelopment of three additional businesses that will include the Barryville Oasis gas, EV charging station, convenience store and tap room; The Grotto inn and lounge; and the new River Inn and Spa; and 

WHEREAS, together the expansion project will be known as the Barryville Oasis; and

WHEREAS, the Barryville Oasis project will create at least four new full time jobs, making it eligible for a $100,000 in CDBG Small Business grant; and

WHEREAS, the Barryville Oasis project would support multiple County development objectives including hamlet center revitalization, economic development and growth of the County’s tourism sector, enhancement of the Route 97 Upper Delaware Scenic Byway, and climate smart development,

NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager, Chairman of the County Legislature, and / or their authorized representative (as required by the funding source) to execute any and all necessary documents to submit an application to the CDBG Small Business grant program to seek funding to support the Barryville Oasis project; and

BE IT FURTHER RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager, and/ or Chairman of the County Legislature (as required by the funding source) to accept the award, and enter into an award agreement or contract to administer the funding secured, in such form as the County Attorney shall approve; and

BE IT FURTHER RESOLVED, that should the CDBG Economic Development grant funding be terminated, the County shall not be obligated to continue any action undertaken by the use of this funding.
