Narrative of Resolution: To Contract with RUPCO, Inc., as a Sub-Recipient to administer the 2021 CDBG Housing Program

WHEREAS, pursuant to Resolution No. 391-21, the County authorized the administration of the 2021 Housing Program Grant through the Community Development Block Grant ("CDBG") Program administered by the Office of Community Renewal ("OCR") under the direction of the Housing Trust Fund Corporation ("HTFC") for housing; and
WHEREAS, proposals were received by the Sullivan County Department of Purchasing for Sub-Recipient Services to administer a CDBG Housing Grant for Sullivan County pursuant to RFP # R-22-03; and
WHEREAS, the Division of Planning has carefully reviewed said proposals; and
WHEREAS, pursuant to said RFP, the County of Sullivan reserves the right to select the proposal that best meets the needs of the County; and
WHEREAS, the Division of Planning has determined that RUPCO, Inc. has the qualifications and expertise to best meet the needs for this service; and
WHEREAS, RUPCO, Inc. will perform sub-recipient services for grant administration and program delivery expenses in an amount not to exceed $202,500, as well as reimbursement of eligible program related expenses not to exceed $1,250,000 from the total grant award of $1,475,500.
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager and/or Legislative Chair (as required by the funding service) to execute a contract with RUPCO, Inc. from December 9, 2021 to December 8, 2023, with the option to extend said contract should the grant period be extended, under the same pricing, terms and conditions, all in accordance with RFP # R-22-03.
