Title: WHEREAS, property located in the Town of Mamakating designated on the Sullivan County Real Property Tax Map as #66.-1-4.3 being 0.62 acres and located on O'Gorman Road is owned by the County of Sullivan by virtue of an Article 11 foreclosure for 2020 taxes; and WHEREAS, Luis Acosta owns a 2.97 acre parcel of land known as Town of Mamakating tax map #66.-1-4.5 ("Acosta parcel") which is adjacent to the County-owned parcel noted above. The County-owned parcel contains the driveway and provides access to this adjacent to the Acosta parcel. Urban Financial Group holds a mortgage on the Acosta parcel and is in the end stages of foreclosing upon Acosta and taking title to the same. As such, the attorneys for Urban Financial Group has offered to purchase said County-owned parcel from the County of Sullivan for the sum of Seven Hundred Fifteen Dollars and 50/100 ($715.50) which includes the auction fees and all outstanding County/Town taxes to ensure that access continues to the Acosta l...

WHEREAS, property located in the Town of Mamakating designated on the Sullivan County Real Property Tax Map as #66.-1-4.3 being 0.62 acres and located on O'Gorman Road is owned by the County of Sullivan by virtue of an Article 11 foreclosure for 2020 taxes; and
WHEREAS, Luis Acosta owns a 2.97 acre parcel of land known as Town of Mamakating tax map #66.-1-4.5 ("Acosta parcel") which is adjacent to the County-owned parcel noted above. The County-owned parcel contains the driveway and provides access to this adjacent to the Acosta parcel. Urban Financial Group holds a mortgage on the Acosta parcel and is in the end stages of foreclosing upon Acosta and taking title to the same. As such, the attorneys for Urban Financial Group has offered to purchase said County-owned parcel from the County of Sullivan for the sum of Seven Hundred Fifteen Dollars and 50/100 ($715.50) which includes the auction fees and all outstanding County/Town taxes to ensure that access continues to the Acosta lot. Once Urban Financial Group forecloses and takes title to the County-owned parcel, they will be required to combine the two lots in question to ensure this issue does not arise again in the future; and
WHEREAS, the Real Property Advisory Board has reviewed the offer of the Urban Financial Group and recommends that the County accept its offer as it provides access to a now landlocked property as defined in Chapter ?164-8(C) of the Sullivan County Code, with the condition that the two lots be combined as soon as possible; and
WHEREAS, in addition to the purchase price of $715.50, Urban Financial Group will also be responsible for all future taxes as well as any other applicable charges, including but not limited to, omitted and pro-rated taxes, water and sewer charges, if any.
NOW, THEREFORE, BE IT RESOLVED, the Chairman of the Sullivan County Legislature is hereby authorized to execute the necessary documents in order to convey the aforesaid...
