RESOLUTION INTRODUCED BY EXECUTIVE COMMITTEE TO ISSUE A REQUEST FOR PROPOSAL FOR TOURISM PROMOTION SERVICES
WHEREAS, the County of Sullivan imposes a five percent Hotel and Motel tax (“Room Tax,” also known as “Bed Tax”) on overnight lodging rates, and
WHEREAS, the New York State legislation authorizing a Sullivan County “Room Tax” requires that at least eighty-five (85) percent of the total funds collected are to be allocated and paid to a not-for-profit corporation under a contract with the County for the promotion of tourism, and
WHEREAS, the Sullivan County Legislature contracts with the Sullivan County Visitors Association using a portion of the total “Room Tax” revenues, and
WHEREAS, based upon the contract with the Sullivan County Visitors Association and the State legislation, the County is legally required to distribute additional funds to not-for-profits for the promotion of tourism, and
WHEREAS, the “Bed Tax” Committee has met and has determined the best course of action is to issue a Request for Proposals, and
WHEREAS, the Request for Proposals is to seek not-for-profits which can support and create new events in Sullivan County and not-for-profits which can support, enhance, and develop tourism infrastructure within Sullivan County.
NOW, THEREFORE, BE IT RESOLVED, based upon the recommendation of the “Bed Tax” Committee, the Sullivan County Legislature directs the County Manager to have a Request for Proposals issued for the purpose of contracting with not-for-profits for the promotion of tourism
