RESOLUTION INTRODUCED BY THE MANAGEMENT & BUDGET COMMITTEE TO RESCIND RESOLUTION #320-25 AND AUTHORIZE A NEW 3-YEAR AGREEMENT WITH THOMSON REUTERS FOR THEIR WESTLAW COMPUTER-BASED LEGAL RESEARCH ENGINE
WHEREAS, Resolution #320-25, adopted by the Sullivan County Legislature on August 21, 2025, authorizing a new 3-year agreement with Thomson Reuters for their Westlaw legal research engine, has not yet been fully executed; and
WHEREAS, Resolution #320-25 did not include authorization for all WestLaw modules desired for use by the County Attorney's Office and needs to be rescinded; and
WHEREAS, Resolution #309-19, #30-23 adopted by the Sullivan County Legislature on August 19, 2019 and January 19, 2023 respectively, authorized a continued 3-year agreement with Thomson Reuters for their Westlaw computer based legal search engine; and
WHEREAS, the County Attorney's Office has utilized this legal search engine on a daily basis and have found it to be extremely helpful in accessing the most up-to-date legal authority available, and
WHEREAS, the County Attorney's Office wishes to continue utilizing Westlaw for its legal research needs - adding Westlaw Advantage with CoCounsel Essentials/National Primary to the existing plan modules that serves to combine advanced AI capabilities with a comprehensive database of U.S. federal and state primary law.
