RESOLUTION INTRODUCED BY THE EXECUTIVE COMMITTEE TO ESTABLISH AN ASSIGNED FUND BALANCE ACCOUNT WITHIN THE GENERAL FUND FOR JUUL SETTLEMENT PROCEEDS
WHEREAS, Sullivan County has received JUUL Settlement funds from the New York State Attorney General’s Office in 2025 in the amount of $180,552.84; and
WHEREAS, such funds are designated for anti-vaping initiatives and related public health purposes within Sullivan County; and
WHEREAS, the County Manager and the County Treasurer recommend that any portion of these funds not expended in 2025 be placed in an assigned fund balance within the General Fund; and
WHEREAS, expenditures of these funds in future years will be appropriated through the County’s annual budget process;
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby establishes a new Assigned Fund Balance category within the General Fund for the purpose of accounting for unexpended JUUL Settlement proceeds; and
BE IT FURTHER RESOLVED, that such Assigned Fund Balance shall be funded at the close of fiscal year 2025 with any remaining JUUL Settlement funds; and
BE IT FURTHER RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager and the County Treasurer to make adjustments to the JUUL Settlement Assigned Fund Balance, as necessary, to reflect additional revenues received and corresponding expenditures.
