RESOLUTION INTRODUCED BY THE EXECUTIVE COMMITTEE TO AUTHORIZE SULLIVAN COUNTY TO SUBMIT AN APPLICATION AND TO ENTER INTO CONTRACT WITH NEW YORK EMPIRE STATE DEVELOPMENT (ESD) FOR THE COUNTY INFRASTRUCTURE GRANT PROGRAM (CIGP)

WHEREAS, the fiscal year 2026 New York State Budget contains $100 million for the County Infrastructure Grant Program (CIGP) for county-led infrastructure projects supporting the creation of housing; and

WHEREAS, New York Empire State Development (ESD) CIGP is accepting applications from county governments for small and moderate-scale priority infrastructure projects; and

WHEREAS, Sullivan County (County) has identified an infrastructure project that will directly support development of a minimum 70-unit workforce/affordable housing development on land currently owned by the County in the Town of Liberty; and

WHEREAS, the housing development is proposed by a private developer, the Kearney Realty and Development Group, and would include mixed income rental units targeted to be affordable to households with gross incomes at or below 80%, 60% and 50% Area Median Income (AMI); and
