RESOLUTION INTRODUCED BY EXECUTIVE COMMITTEE AUTHORIZING THE COUNTY MANAGER TO ENTER INTO AN INTER-MUNICIPAL AGREEMENT WITH THE TOWN OF LIBERTY.

WHEREAS, the Town of Liberty (“Town”) has requested that the County of Sullivan (“County”) assist them in: (1) reviewing current new hire practices, (2) reviewing current human resources new hire documentation and on-boarding practices, and (3) making recommendations regarding human resources best practices including policies, procedures, and best practices regarding the progressive discipline process; and
WHEREAS, the Commissioner of Human Resources has the experience and expertise to assist the Town of Liberty with such matters; and
WHEREAS, the Town agrees to make a monthly payment of $550 per month for 15 hours of human resources related services per month; and
WHEREAS, in order for the County to perform the services outlined above, it will be necessary for the County and Town to enter into an Inter-Municipal Agreement (“IMA”).
NOW, THEREFORE, BE IT RESOLVED, that the County Manager is hereby authorized to execute the attached Inter-Municipal Agreement as approved to form by the County Attorney with the Town of Liberty for human resources related services for the period June 1, 2025 through December 31, 2025, with the Town of Liberty paying to the County of Sullivan the amount of Five Hundred Fifty and 00/100 ($550.00) per month; and
BE IT FURTHER RESOLVED, that there is an option to extend the IMA, upon mutual consent of the parties, for additional one (1) year terms through December 31, 2026.
