RESOLUTION INTRODUCED BY THE MANAGEMENT & BUDGET COMMITTEE TO AUTHORIZE THE EXECUTION OF A SOFTWARE AS A SERVICE (SaaS) AGREEMENT WITH THE ASSOCIATION OF PUBLIC-SAFETY COMMUNICATIONS OFFICIALS INTERNATIONAL, INC. (APCO) TO UPGRADE THE 9-1-1 EMERGENCY DISPATCH GUIDECARD SYSTEM FROM PAPER TO ELECTRONIC FORMAT
WHEREAS, the County of Sullivan Emergency Communications, 911 Department currently utilizes APCO's physical (paper) guidecards for call-takers and dispatchers in its E911 Emergency Communications Center (ECC) for medical, fire and law enforcement calls; and
WHEREAS, the efficient and accurate routing of emergency calls and the delivery of pre-arrival instructions are critical to public safety and to providing rapid and consistent emergency response; and
WHEREAS, modern public-safety communications centers are increasingly adopting electronic, criteria-based guidecard systems which can improve response speed, consistency, maintainability and integration with computer-aided dispatch (CAD) and other digital systems; and
WHEREAS, APCO offers electronic emergency medical dispatch (EMD), fire service (FSC) and law-enforcement (LEC) guidecards that are customizable for an agency's resources and call-types.
