I'd like to know what the heck is going on with the ACC. The Commissioner mentioned it, but did you look at the monthly report? Is a blank page an acceptable report for this committee, or the Commissioner? I've been told that the rehab unit is now closed and that very recently, local people seeking to place their relatives there have been told that there are no admissions due to lack of staff. Having just seen a staffing list, I can say that there were about 150 names on it and of course there are medical staff such as therapy and temporary agency staff which were not included, which seems to me like there actually are staff, although certainly not as many county employees as we need. Keeping temp agency staff at the ACC is profitable for the employment agencies and one of many ways for our consultant to make a profit. I've heard that the Administrator blames the closure of the unit and the low census on a supposedly exclusive arrangement that the local hospitals have with Achieve. Of course, hospitals are required to offer patients a list of local facilities for them to consider for post discharge services, not just one. I'd like to know what the heck is going on with marketing and networking at the ACC and I don't want to hear a pack of lies. Is anybody being held responsible? Is there county oversight or are we just using placeholders?
I've already commented about the first resolution on the agenda to convert a domestic aide and a medical coding position into a principal account clerk at the ACC, and reminded the legislature that we already pay Infinitecare $30,000 per month to do the billing and collecting, although there is a new position on the aforementioned ACC staff list entitled "accounts payable" which did not go through any legislative committee.
