RESOLUTION INTRODUCED BY MATTHEW MCPHILLIPS, CHAIR OF THE PLANNING AND COMMUNITY RESOURCES COMMITTEE, TO DECLARE THE COUNTY OF SULLIVAN AS LEAD AGENCY FOR THE PROPOSED DEVELOPMENT OF A COUNTYWIDE NETWORK OF BROADBAND INFRASTRUCTURE AND TO ISSUE A DETERMINATION IN THE SEQRA PROCESS
WHEREAS, The County of Sullivan ("County") has been awarded funding in the amount of $29,943,365.00 via the Municipal Infrastructure Program to serve over 22,000 homes and businesses through the construction of 253 miles of fiber and installation of wireless broadband equipment on twelve communications towers, extending broadband service to unserved and underserved locations ("Project"); and
WHEREAS, the County has partnered with Archtop Fiber LLC for the purpose of delivering this project to the residents, businesses, and visitors of Sullivan County; and
WHEREAS, the Project is subject to the requirements of the State Environmental Quality Review Act (SEQRA) as defined in Title 5 NYCRR Section 617; and

WHEREAS, in accordance with the SEQRA requirements, the County of Sullivan is eligible to act as Lead Agency for the Project; AND

WHEREAS, involved agencies were notified via mail on April 4, 2025 of the County's intention to pursue Lead Agency status, and;

WHEREAS, as of May 5th, 2025, or 30 days after notifications were mailed, no involved agencies have objected to the County acting in the role of Lead Agency for the purpose of the Project; and
