RESOLUTION INTRODUCED BY NADIA RAJSZ, CHAIR OF THE SULLIVAN COUNTY LEGISLATURE, AUTHORIZING THE CLOSURE OF THE ADULT CARE CENTER AND AUTHORIZING THE COUNTY MANAGER TO ISSUE A REQUEST FOR PROPOSAL TO IDENTIFY AN ALTERNATIVE OPERATOR TO PROVIDE NURSING HOME SERVICES IN SULLIVAN COUNTY
WHEREAS, Sullivan County owns and operates the Adult Care Center, also known as the Care Center at Sunset Lake (the “ACC”), located at 256 Sunset Lake Road, Liberty, New York, an Article 28 residential health care facility; and
WHEREAS, due to significant and sustained financial pressures facing Sullivan County, including the escalating cost of operating the ACC, the Sullivan County Legislature has determined that the County can no longer continue to operate the ACC; and
WHEREAS, Sullivan County submitted a formal closure plan for the ACC to the New York State Department of Health (“NYS DOH”) in accordance with applicable State and federal requirements; and
WHEREAS, NYS DOH approved Sullivan County’s closure plan on August 13, 2026, and the Legislature acknowledging the need to vote on the closure plan subsequent to this approval; and
WHEREAS, the closure of the ACC requires the County to undertake and complete the necessary steps to safely and appropriately transition residents, address employee and labor matters, preserve and transfer records, satisfy regulatory requirements, and otherwise com...
