RESOLUTION INTRODUCED BY BRIAN MCPHILLIPS, CHAIR OF THE MANAGEMENT AND BUDGET COMMITTEE TO AUTHORIZE THE AWARD AND EXECUTION OF A CONTRACT WITH THE BONADIO GROUP TO PROVIDE AUDITING SERVICES FOR GRANT DISBURSEMENT REQUESTS ASSOCIATED WITH THE MUNICIPAL INFRASTRUCTURE PROGRAM FOR THE CATSKILL OPEN ACCESS NETWORK
WHEREAS, Sullivan County (“County”) issued an RFP, R-25-35, seeking proposals from qualified consultants to provide auditing services for the Municipal Infrastructure Program (MIP), which is providing funding for the Catskills Open Access Network Project (“Project”); and
WHEREAS, services to be performed under this contract include independent audits of five (5) disbursement requests as specified and required by the County’s Grant Disbursement Agreement with the New York State Empire State Development ConectALL Office for the Project; and
WHEREAS, proposals have been evaluated by the Sullivan County Commissioner and Chief Information Officer of ITS, the Commissioner of Planning, the Commissioner of Management and Budget, and the Director of Management and Budget and they have concurred that The Bonadio Group, with offices located at 6 Wembley Court, Albany, New York 12205, is the best qualified firm to provide the services required; and
WHEREAS, expenditures under this contract are eligible for reimbursement via an award from the New York State ConnectAll Office Municipal Infrastructure Program.
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature authorizes the County Manager to execute an agreement with The Bonadio Group to provide project management services for the Catskill Open Access Network Project, in such form as the County Attorney shall approve, in an amount not to exceed $45,000.00; and
BE IT FURTHER RESOLVED, that should the funding be terminated, the County shall not be obligated to continue any action undertaken by the use of this funding.
