Resolution introduced by the Planning and Community Resources Committee to authorize submission of a New York Office of Parks, Recreation and Historic Preservation Snowmobile Trail Grant-In-Aid Program application, and the execution of a contract between Sullivan County Trail Association (“SCTA”) and the County of Sullivan (“County”).

WHEREAS, the County of Sullivan and Sullivan County Trail Association (SCTA) recognize that the maintenance and improvement of snowmobile trails would serve the interests of and redound to the benefit of Sullivan County citizens and tourists; and
WHEREAS, the County, on behalf of SCTA, seeks to obtain funding through the New York Office of Parks, Recreation, & Historic Preservation Snowmobile Trail Grant-in-Aid Program to provide maintenance and improvements along publicly accessible designated snowmobile trails within Sullivan County; and
WHEREAS, the County would be the designated Local Sponsor, as required by this Grant-in-Aid program, with respect to the administration of the required documentation; and
WHEREAS, the County as the Local Sponsor, with the respect to the funding, would act solely as a pass through, retaining up to 10% of the State provided funds to cover administrative costs.
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager, Chairperson of the County Legislature, and / or their authorized representative (as required by the funding source) to execute any and all necessary documents to submit the New York Office of Parks, Recreation, & Historic Preservation Snowmobile Trail Grant-in-Aid Program application for funding; and
BE IT FURTHER RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager, and / or Chairperson of the County Legislature (as required by the funding source) to accept the award, and enter into an award agreement or contract to administer the funding secured, in such form as the County Attorney shall approve; and
BE IT FURTHER RESOLVED, that the County Manager is hereby authorized to execute the New York State Snowmobile Trail Grant-in-Aid Agreement between Sullivan County Trail Association and the “County of Sullivan” for the period commencing April 1, 2025 through March 31, 2026, subject to the approval of the County Attorney; and
BE IT FURTHER RESOLVED, that should the New York Office of Parks, Recreation, & Historic Preservation Snowmobile Trail Grant-in-Aid Program funding be terminated, the County shall not be obligated to continue any action undertaken by the use of this funding.
