RESOLUTION INTRODUCED BY THE MANAGEMENT & BUDGET COMMITTEE AUTHORIZING AN AMENDMENT TO THE AGREEMENT WITH HOMECARE HOMEBASE, LLC FOR REVENUE CYCLE MANAGEMENT SERVICES

WHEREAS, the County of Sullivan, through its Department of Purchasing and Central Services, issued Request for Proposals (RFP) #R-25-38 for a cloud-based Electronic Medical Record (EMR) solution to support the operational and regulatory requirements of the Sullivan County Department of Public Health's (PHS) Certified Home Health Agency; and

WHEREAS, pursuant to Resolution #81-26, the County entered into an agreement with Homecare Homebase, LLC (HCHB) for the provision of its cloud-based EMR solution for PHS; and

WHEREAS, PHS has identified the need to utilize HCHB's Revenue Cycle Management (RCM) Services in conjunction with the HCHB EMR solution to provide revenue cycle functions including claims submission, claims scrubbing, clearinghouse management, payment posting, accounts receivable follow-up, denial and payment analysis, patient statements, reporting and related revenue cycle services; and

WHEREAS, HCHB has provided a Statement of Work to be incorporated into and form part of the existing agreement with the County for the provision of RCM Services for a five-year term from the RCM Go-Live Date, at a cost of $20.05 per Medicare claim and $21.48 per Non-Medicare claim, subject to a minimum monthly charge of $2,500, plus $95 per hour for the processing of Client credit balances for overpaid amounts in excess of $1,000; and

WHEREAS, the annual cost of the RCM Services shall not exceed $40,000 per year, with sufficient appropriations to be made available within the Division of Information Technology Services budget.

NOW, THEREFORE, BE IT RESOLVED, that the County Legislature of the County of Sullivan hereby authorizes the County Manager to execute the Statement of Work with Homecare Homebase, LLC for Revenue Cycle Management Services, and such other documents as may be necessary to effectuate the purposes of this Resolution, at a cost of $20.05 per Medicare claim and $21.48 per Non-Medicare claim, subject to a minimum monthly charge of $2,500, plus $95 per hour for processing Client credit balances for overpaid amounts in excess of $1,000, for a total annual amount not to exceed $40,000; and

BE IT FURTHER RESOLVED, that the term of the Statement of Work shall be five (5) years from the RCM Go-Live Date, consistent with the terms and conditions contained therein; and

BE IT FURTHER RESOLVED, that said agreement to be in such form as the County Attorney shall approve.
