RESOLUTION INTRODUCED BY THE PUBLIC SAFETY AND LAW ENFORCEMENT COMMITTEE TO AUTHORIZE THE COUNTY MANAGER TO APPLY FOR AND ACCEPT THE COMBINED FY2025, 2026 & 2027 FIRE LOSS INVESTIGATION AND COMMUNITY RISK REDUCTION (FLI-CRR) GRANT PROGRAM AWARD FROM THE NEW YORK STATE DIVISION OF HOMELAND SECURITY AND EMERGENCY SERVICES (DHSES)
WHEREAS, the New York State Division of Homeland Security and Emergency Services (NYS DHSES) provides funds to support efforts of emergency management / homeland security; and
WHEREAS, the New York State Division of Homeland Security and Emergency Services Office of Fire Prevention and Control (OFPC) has made funding available to support strengthening of local fire investigation units (Teams) and enable counties to launch or expand their community risk reduction initiatives; and
WHEREAS, the New York State Division of Homeland Security and Emergency Services is administering the Combined FY2025, 2026 & 2027 Fire Loss Investigation and Community Risk Reduction (FLI-CRR) Grant Program, a non-competitive, reimbursable grant program, wherein the funding is to be applied toward enhancing New York State’s capacity to prevent and respond to fire-related incidents by strengthening local fire investigation capabilities and advancing community risk reduction practices; and
WHEREAS, the period of performance for the Combined FY2025, 2026 & 2027 Fire Loss Investigation and Community Risk Reduction (FLI-CRR) Grant Program is to be determined; and
WHEREAS, the Sullivan County Division of Public Safety / Bureau of Fire wishes to file an application for the Combined FY2025, 2026 & 2027 Fire Loss Investigation and Community Risk Reduction (FLI-CRR) Grant Program to seek funding in the amount of $170,690.00 to enhance fire loss investigation and community risk reduction capabilities; and
WHEREAS, Sullivan County is not required to provide any local cash match.
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager, Chairman of the County Legislature, and / or their authorized representative (as required by the funding source) to execute any and all necessary documents to submit the Combined FY2025, 2026 & 2027 Fire Loss Investigation and Community Risk Reduction (FLI-CRR) Grant Program application for funding; and
BE IT FURTHER RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager and / or Chairman of the County Legislature (as required by the funding source) to accept the award, and enter into an award agreement or contract to administer the funding secured, in such form as the County Attorney shall approve; and
BE IT FURTHER RESOLVED, that should the Combined FY2025, 2026 & 2027 Fire Loss Investigation and Community Risk Reduction (FLI-CRR) Grant Program funding be terminated, the County shall not be obligated to continue any action undertaken by the use of this funding.
