RESOLUTION INTRODUCED BY THE EXECUTIVE COMMITTEE TO AUTHORIZE THE AWARD AND EXECUTION OF A CONTRACT WITH ECC TECHNOLOGIES TO PROVIDE PROJECT MANAGEMENT SERVICES FOR CATSKILL OPEN ACCESS NETWORK
WHEREAS, Sullivan County (“County”) issued an RFP, R-25-12, seeking proposals from qualified consultants to provide project management services for the Catskills Open Access Network Project (“Project”); and
WHEREAS, the County has secured nearly $30 million in funding to support the Project through the New York State ConnectAll Office Municipal Infrastructure Program, and a portion of this funding has been allocated to cover costs associated with project management; and
WHEREAS, services to be performed under this contract include but are not limited to general project management and coordination, procurement and construction oversight, public and stakeholder engagement, field audit, grant closeout, and development of a GIS dashboard to improve project planning and management capabilities; and
WHEREAS, proposals have been evaluated by the Sullivan County Commissioner and Chief Information Officer of ITS and the Commissioner of Planning, and they have concurred that ECC Technologies, with offices located at 2136 Five Mile Line Road, Penfield, NY 14526, is the best qualified firm to provide the services required; and
WHEREAS, this update is being funded by an award from the New York State ConnectAll Office Municipal Infrastructure Program.
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature authorizes the County Manager to execute an agreement with ECC Technologies to provide project management services for the Catskill Open Access Network Project, in such form as the County Attorney shall approve, in an amount not to exceed $505,847.00; and
BE IT FURTHER RESOLVED, that should the funding be terminated, the County shall not be obligated to continue any action undertaken by the use of this funding.
