RESOLUTION INTRODUCED BY THE EXECUTIVE COMMITTEE TO AUTHORIZE THE COUNTY MANAGER TO EXECUTE A CONTRACT WITH EMCOR SERVICES BETLEM TO PROVIDE INSTALLATION OF HVAC EQUIPMENT AT THE ADULT CARE CENTER AND TO MODIFY A CONRACT TO ADD THIS EQUIPMENT TO THE FULL-SERVICE PREVENTATIVE MAINTENANCE PROGRAM
WHEREAS, the County has completed two energy efficiency projects involving replacement and upgrade of heating, ventilation, and air conditioning (HVAC) equipment and controls in the Government Center, Government Center Annex, Courthouse, and Gladys Olmsted Building through the New York Power Authority; and
WHEREAS, health and safety protocols due to the COVID pandemic created the need to pause portions of the HVAC work at the Adult Care Center, as the contractor was not allowed to work at this building at the time of the project; and
WHEREAS, the roof top HVAC equipment was engineered and designed specifically for the Adult Care Center facility and was non-returnable, therefore the County accepted delivery and stored this equipment in anticipation of its eventual installation at the facility; and
WHEREAS, EMCOR Services Betlem, 6057 Corporate Drive, East Syracuse, NY 13057
was the subcontractor during this project and has previously installed the two units serving the resident wing common spaces; and
WHEREAS, Sullivan County Division of Public Works requested a proposal from EMCOR Services Betlem to install the remaining HVAC equipment purchased during the original project, install the controls associated with this equipment, and replace the exhaust fans throughout, as they have exceeded their useful lives. The County also requested a proposal for adding this equipment to the existing Full-Service Preventative Maintenance Contract with EMCOR Services Betlem. After review of the proposal, DPW recommends entering into said agreements; and
WHEREAS, the total not to exceed cost to the County is $824,670.00, per the proposal, for the installation of HVAC equipment/controls/exhaust fans and the modification to the full-service contract.
NOW, THEREFORE, BE IT RESOLVED, that the County Manager be and hereby is authorized to execute any and all agreements to retain the services of EMCOR Services Betlem per their proposal in the amount noted above, in such form as the County Attorney shall approve.
