Resolution to authorize the application for and acceptance of an FAA ACIP Grant for an Environmental Assessment to evaluate the potential environmental impacts of improvements to the runway safety area of Runway 15 and Runway 33 of the Sullivan County International Airport (SCIA).

.RESOLUTION INTRODUCED BY PUBLIC WORKS COMMITTEE TO AUTHORIZE THE APPLICATION FOR AND ACCEPTANCE OF AN FAA ACIP GRANT FOR AN ENVIRONMENTAL ASSESSMENT FOR RUNWAY SAFETY AREA IMPROVEMENTS PROJECT NO. 3-36-0060-__-2024 FOR THE SULLIVAN COUNTY INTERNATIONAL AIRPORT (SCIA) 
 
WHEREAS, the Sullivan County International Airport’s displaced thresholds are in place for a D-II design aircraft; and
 
WHEREAS, the Sullivan County International Airport was downgraded to a B-II based on recent Traffic Flow Management System Counts (TFMSC) data; and
 
WHEREAS, safety area improvements proposed for Runway 15 would allow full usability of the runway and removal of the displaced thresholds and declared distances and the safety area improvement includes relocating the displaced threshold on Runway 33 from 300 feet to 100 feet, as there is 200 feet length available beyond runway end; and  
 
WHEREAS, an environmental assessment is necessary to evaluate the potential environmental impacts of these runway safety area improvements; and
 
WHEREAS, Airport Capital Improvement Plan (ACIP) Grants for this purpose are available from the FAA.
 
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature authorizes the County Manager and/or the Chairman of the County Legislature to apply for and accept, an FAA ACIP grant in the amount of $121,966.00 of which $109,769.00 shall be the 90% Federal share, $6,098.00 shall be the 5% State share and $ 6,099.00 shall be the 5% County share in such form as to be approved by the County Attorney, .and
 
BE IT FURTHER RESOLVED, that a certified copy of this resolution be attached to any necessary agreements in connection with this project; and
 
BE IT FURTHER RESOLVED, that this resolution shall take effect immediately.
