RESOLUTION INTRODUCED BY THE EXECUTIVE COMMITTEE TO APPLY, ACCEPT AND ENTER INTO AN AWARD AGREEMENT OR CONTRACT WITH THE BUREAU OF JUSTICE ASSISTANCE FOR THE 2026 COMPREHENSIVE OPIOID, STIMULANT, AND SUBSTANCE USE, SITE-BASED PROGRAM

Specify Compliance with Procurement Procedures:

 

WHEREAS, the United States Bureau of Justice Assistance (BJA) has announced available funding for fiscal years 2026-2029 for Comprehensive Opioid, Stimulant, and Substance Use, Site-Based Program (COSSUP) 

 

WHEREAS, in 2022 the Sullivan County District Attorney successfully established a Deflection and Diversion Program with Hope Not Handcuffs following a successful application and acceptance of the COSSUP grant; and

WHEREAS, the District Attorney will prepare and submit for consideration an application to the BJA for grant funding in an amount not to exceed $1,000,000.00 for the purpose of continuing the Deflection and Diversion Program, and

WHEREAS, if awarded, the Sullivan County District Attorney’s Deflection and Diversion Program will have a funding period from June 1, 2026, through May 31, 2029,

WHEREAS, such award amounts are considered tentative pending completed contract negotiations; and

WHEREAS, the County of Sullivan will have no matching fund obligation;

 

NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager, Chairman of the County Legislature, and / or their authorized representative (as required by the funding source) to execute any and all necessary documents to submit the BJA FY25 Comprehensive Opioid, Stimulant, and Substance Use, Site-Based Program for funding; and

 

BE IT FURTHER RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager, and / or Chairman of the County Legislature (as required by the funding source) to accept the award, and enter into an award agreement or contract to administer the funding secured, in such form as the County Attorney shall approve; and

BE IT FURTHER RESOLVED, that should the BJA FY25 Comprehensive Opioid, Stimulant, and Substance Use, Site-Based Grant Program funding be terminated, the County shall not be obligated to continue any action undertaken by the use of this funding.
