RESOLUTION INTRODUCED BY CATHERINE SCOTT, CHAIR OF THE HEALTH AND HUMAN SERVICES COMMITTEE AND NADIA RAJSZ, CHAIR OF THE LEGISLATURE SUPPORTING NEW YORK STATE ASSEMBLY BILL A10049, THE GRID MODERNIZATION ACT
WHEREAS, Sullivan County is committed to fostering economic development, maintaining affordable and reliable energy service, and supporting investments in critical infrastructure that benefit county residents, businesses, and institutions; and
WHEREAS, New York State's electric grid is experiencing increased demand from electrification, advanced manufacturing, artificial intelligence applications, and the rapid expansion of large-scale data centers; and
WHEREAS, substantial new electric loads can require significant investments in transmission and distribution infrastructure to maintain system reliability and accommodate future growth; and
WHEREAS, New York State Assembly Bill A10049, known as the Grid Modernization Act, would establish a dedicated Grid Modernization Fund to support investments in electric system reliability, capacity expansion, congestion relief, and the integration of clean energy resources; and
WHEREAS, A10049 would require certain large data centers and high-intensity data centers that place substantial demands on the electric system to contribute to the costs associated with necessary grid upgrades; and
WHEREAS, the legislation seeks to ensure that the costs of infrastructure improvements required to serve these extraordinary loads are not shifted onto residential customers, small businesses, local governments, farms, and other existing ratepayers; and
WHEREAS, Sullivan County's economy depends upon continued investment in housing, tourism, hospitality, healthcare facilities, small businesses, agricultural enterprises, and other economic development initiatives, all of which require access to reliable and adequate electric service; and
WHEREAS, limitations in electric grid capacity can impede new housing construction, business expansion, job creation, and infrastructure development, while investments in grid modernization can help ensure that Sullivan County remains competitive in attracting private investment and supporting sustainable economic growth; and
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby expresses its support for New York State Assembly Bill A10049, the Grid Modernization Act; and
BE IT FURTHER RESOLVED, that the Sullivan County Legislature respectfully urges the New York State Assembly, the New York State Senate, and the Governor of the State of New York to enact this legislation; and
BE IT FURTHER RESOLVED, that the Clerk of the Legislature shall transmit certified copies of this Resolution to the Governor of the State of New York, the Speaker of the New York State Assembly, the President Pro Tempore of the New York State Senate, the members of the New York State Legislature representing Sullivan County, and all other parties deemed appropriate.
