RESOLUTION INTRODUCED BY EXECUTIVE COMMITTEE TO AUTHORIZE PREPARATION AND ADMINISTRATION OF A NATIONAL FISH AND WILDLIFE FOUNDATION GRANT TO COMPLETE A MONGAUP WATERSHED MANAGEMENT PLAN
WHEREAS, the National Fish and Wildlife Foundation (NFWF) administers funding for watershed studies and restoration activities to improve water quality, wildlife habitat, flood resiliency and recreation in the Delaware River Watershed; and
WHEREAS, the Mongaup Watershed is a sub-watershed to the Delaware River; and
WHEREAS, NFWF’s goals to improve water quality, wildlife habitat, flood resiliency and outdoor nature-based recreation are closely aligned with those of Sullivan County; and
WHEREAS, Sullivan County in conjunction with Friends of the Upper Delaware River (FUDR), and Trout Unlimited (TU) have identified the need for planning and drainage improvements in the Mongaup Watershed; and
WHEREAS, such activities are eligible for funding under the NFWF program, with a maximum award of $400,000 subject to a 50% project match; and
WHEREAS, currently funded projects may qualify to serve as the required match; and
WHEREAS, if successful, the Sullivan County Division of Planning and Community Development will coordinate the development of the proposed Mongaup Watershed Management Plan, said Plan to be prepared by Friends of the Upper Delaware and Trout Unlimited.
NOW, THEREFORE BE IT RESOLVED, the Sullivan County Legislature hereby authorizes the County Manager, Chairman of the County Legislature, and/or their authorized representative (as required by the funding source) to execute any and all necessary documents to submit an application to the National Fish and Wildlife Foundation for the preparation of a Mongaup Watershed Management Plan and the implementation of select drainage improvements recommended in the Plan for funding of up to $400,000, with a match of up to $400,000 to be provided through eligible matching funds being invested in the Mongaup watershed by the County and project partners, and
BE IT FURTHER RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager, and / or Chairman of the County Legislature (as required by the funding source) to accept the award, and enter into an award agreement or contract to administer the funding secured, in such form as the County Attorney shall approve; and
BE IT FURTHER RESOLVED, that should the National Fish and Wildlife Foundation funding be terminated, the County shall not be obligated to continue any action undertaken by the use of this funding.
