RESOLUTION INTRODUCED BY THE PUBLIC SAFETY AND LAW ENFORCEMENT COMMITTEE TO AMEND RESOLUTION NO. 37-25
WHEREAS, Resolution No. 37-25 was adopted by the Sullivan County Legislature on January 23, 2025 authorizing the County Manager, Chairman of the County Legislature, and/or their authorized representative to execute any and all necessary documents to apply for NY CARES UP funding in the amount of $60,000.00, for the performance period of January 1, 2025 through December 31, 2026; and
WHEREAS, New York State Office of Mental Health (“NYS OMH”) and the Suicide Prevention Center of New York (“SPCNY”) have authorized a training allotment in the amount of $52,750.00 for year one and $52,750.00 for year two in addition to the initial funding of $60,000.00 therefore bringing our total award to $165,500.00 for the two-year contract period of January 1, 2025 through December 31, 2026; and
WHEREAS, NYS OMH and SPCNY through the Research Foundation for Mental Hygiene (“RFMH”) are requiring we enter into a Consulting Agreement to receive the total amount of $82,750.00 for year two as a consulting fee; and
WHEREAS, Resolution No. 37-25 should be amended to authorize the County Manager to enter into a consulting agreement with the RFMH, and to bring the authorization amount in line with the Attachment B Deliverable Payment Schedule for the total contract amount of $82,750.00 for year two (January 1, 2026 through December 31, 2026) pursuant to the terms of the consulting agreement.
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby amends Resolution No. 37-25 to reflect a total grant award amount of $165,500.00 for a two-year contract period; and
BE IT FURTHER RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager, Chairman of the County Legislature and/or their authorized representative to accept year two funding in the amount of $82,750.00 and enter into the consulting and training agreement with the RFMH, in such form as the County Attorney shall approve; and
BE IT FURTHER RESOLVED, that the remainder of Resolution No. 37-25 remains unchanged; and
BE IT FURTHER RESOLVED, that should the NYS OMH and SPCNY through the RFMH - NY CARES UP funding be terminated, the County shall not be obligated to continue any action undertaken by the use of this funding.
