RESOLUTION INTRODUCED BY THE MANAGEMENT AND BUDGET COMMITTEE AUTHORIZING AN ADVANCE FROM THE GENERAL FUND FOR THE DEVELOPMENT OF A COUNTYWIDE NETWORK OF BROADBAND INFRASTRUCTURE
WHEREAS, pursuant to Resolution No 233-24 adopted by the Sullivan County Legislature on April 18, 2024, the County applied for funding from the New York ConnectALL Office Municipal Infrastructure Program to fund installation of fiber and wireless broadband infrastructure to provide low cost internet services to unserved and underserved County residents and businesses; and
WHEREAS, The County of Sullivan (“County”) has been awarded funding in the amount of $29,846,168.95.00 via the Municipal Infrastructure Program to serve over 22,000 homes and businesses through the construction of 253 miles of fiber and one new communication tower, extending broadband service to unserved and underserved locations (“Project”); and
WHEREAS, the County has partnered with Archtop Fiber LLC for the purpose of delivering this project to the residents, businesses, and visitors of Sullivan County; and
WHEREAS, the Grant is a reimbursement program requiring the advancement of local funds; and
WHEREAS, the County share will be approximately $1,153,831.05; and
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature does hereby authorize an advancement not to exceed $31,000,000.00 from the General Fund to pay costs incurred for the development of a Countywide Network of Broadband Infrastructure; and
BE IT FURTHER RESOLVED, the County shall process the necessary paperwork to acquire the reimbursement from the New York ConnectAll Office Municipal Infrastructure Program, reimbursing the General Fund any advancements.
