RESOLUTION INTRODUCED BY THE EXCECUTIVE COMMITEE TO ALLOW THE COUNTY MANAGER TO ENTER INTO AN AGREEMENT WITH THE BENJAMIN CENTER AT SUNY NEW PALTZ TO UPDATE THE COMPREHENSIVE STUDY OF THE SULLIVAN COUNTY EMERGENCY MEDICAL SYSTEM.

 

WHEREAS, In 2019 the Sullivan County Legislature had contracted with the Benjamin Center at SUNY New Paltz subject to RFP# R-18-36 to provide a comprehensive study of the Sullivan County Emergency Medical Services (EMS) system, and

WHEREAS, the study presented in 2020 by the Benjamin Center at SUNY New Paltz has provided valuable guidance and recommendations that have been utilized to improve EMS delivery in Sullivan County, and

 

WHEREAS, Pursuant to New York State Public Health Law § 3019 and General Municipal Law § 122-b, each county is required to develop and submit a Comprehensive County EMS System Plan to the Regional and State EMS councils and New York State Department of Health on or about December 15, 2026, and

WHEREAS,  the Benjamin Center at SUNY New Paltz completed the initial Comprehensive Study and is able to update the existing study to meet the requirements of the above mentioned NYS Public Health, and

 

WHEREAS, the Benjamin Center at SUNY New Paltz is experienced in providing objective municipal studies in healthcare and other public sector services, and

 

WHEREAS,  the Benjamin Center at SUNY New Paltz has provided a quote not to exceed $25,000 to provide detailed updates to the 2020 study they authored, and

 

 WHEREAS,  this updated study will meet the requirements outlined by the NYS Public Healthy Law in support of our County EMS plan submission later this year,

 

NOW, THEREFORE, BE IT RESOLVED, that the County Manager is authorized to execute an agreement with the Benjamin Center at SUNY New Paltz for an amount not to exceed $25,000 to perform professional services and reimbursements related to updating the comprehensive study/plan of the emergency medical services system of Sullivan County.  Such agreement is to be in a form as approved by the County Attorney’s Office.
