RESOLUTION INTRODUCED BY THE PLANNING AND COMMUNITY RESOURCES COMMITTEE TO AUTHORIZE THE EXTENSION OF CERTAIN 2025 YOUTH BUREAU CONTRACTS THROUGH DECEMBER 31, 2026

WHEREAS, the County of Sullivan, through the Sullivan County Youth Bureau, contracts with various agencies and community organizations to provide services and programming for youth throughout Sullivan County; and
WHEREAS, Resolution No. 268-25, adopted by the Sullivan County Legislature on June 19, 2025, authorized the allocation of 2025 County funds to various youth programs; and
WHEREAS, Resolution No. 285-25, adopted by the Sullivan County Legislature on July 24, 2025, authorized a modification of Resolution No. 268-25 to reallocate certain Youth Bureau funds; and
WHEREAS, Resolution No. 389-25, adopted by the Sullivan County Legislature on September 18, 2025, authorized the allocation of 2025-2026 New York State Office of Children and Family Services funding and County funds to various youth programs; and
WHEREAS, certain contracts authorized under the above-referenced resolutions remain unpaid, in whole or in part; and
WHEREAS, due to year-end accruals not being completed to carry certain 2025 funds forward into 2026, it is necessary to extend all relevant unpaid contracts authorized under the above-referenced resolutions through December 31, 2026, to allow for the proper processing of claims and payment for eligible program expenses; and
WHEREAS, this resolution does not authorize any additional funding beyond the amounts previously approved by the Sullivan County Legislature under Resolution Nos. 268-25, 285-25, and 389-25, but solely authorizes the extension of the applicable contract terms for unpaid or partially unpaid contracts; and
WHEREAS, all payments shall remain subject to the availability of funds, proper documentation, applicable County policies and procedures, contract requirements, and approval by the Sullivan County Department of Law and the Sullivan County Manager.
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby authorizes the extension of all relevant unpaid or partially unpaid Youth Bureau contracts previously authorized under Resolution Nos. 268-25, 285-25, and 389-25 through December 31, 2026; and
BE IT FURTHER RESOLVED, that the purpose of this extension is to allow for the proper processing and payment of eligible claims associated with previously authorized 2025 and/or 2025-2026 Youth Bureau funding where year-end accruals were not completed to extend 2025 funds into 2026; and
BE IT FURTHER RESOLVED, that no additional County funding is authorized by this resolution, and payments shall not exceed the amounts previously approved by the Sullivan County Legislature for each respective agency, organization, or program; and
BE IT FURTHER RESOLVED, that the County Manager is hereby authorized to execute any and all necessary contract amendments, extensions, agreements, and related documentation necessary to effectuate this resolution, in such form as approved by the Sullivan County Department of Law.
