RESOLUTION INTRODUCED BY THE MANAGEMENT & BUDGET COMMITTEE TO AUTHORIZE THE EXECUTION OF A SOFTWARE AS A SERVICE (SaaS) AGREEMENT WITH THE ASSOCIATION OF PUBLIC-SAFETY COMMUNICATIONS OFFICIALS INTERNATIONAL, INC. (APCO) TO UPGRADE THE 9-1-1 EMERGENCY DISPATCH GUIDECARD SYSTEM FROM PAPER TO ELECTRONIC FORMAT
WHEREAS, the County of Sullivan Emergency Communications, 911 Department currently utilizes APCO’s physical (paper) guidecards for call‐takers and dispatchers in its E911 Emergency Communications Center (ECC) for medical, fire and law enforcement calls; and
WHEREAS, the efficient and accurate routing of emergency calls and the delivery of pre‐arrival instructions are critical to public safety and to providing rapid and consistent emergency response; and
WHEREAS, modern public-safety communications centers are increasingly adopting electronic, criteria-based guidecard systems which can improve response speed, consistency, maintainability and integration with computer-aided dispatch (CAD) and other digital systems; and
WHEREAS, APCO offers electronic emergency medical dispatch (EMD), fire service (FSC) and law-enforcement (LEC) guidecards that are customizable for an agency’s resources and call‐types.
WHEREAS, 911 is committed to ensuring its emergency communications infrastructure remains current, resilient, efficient, and capable of meeting the community’s public‐safety demands and by transitioning to the electronic format of guidecards, E911 will be able to provide its call-takers and dispatchers with more rapid access to up-to-date instructions, reduce reliance on physical binders/racks, ease version-updates/maintenance, enhance quality assurance/trending capabilities, and support next-generation 9-1-1 (NG9-1-1) readiness; and
WHEREAS, although a Purchase Order has already been issued for this upgrade, APCO International, Inc. requires entering into a SaaS Agreement before service can begin the upgrade.
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby authorizes the County Manager to enter into the “APCO IntelliComm Guidecard Software as a Service Agreement” in an amount not to exceed $36,000 for a period of 1-year with the option to renew annually for a period of three additional years; and
BE IT FURTHER RESOLVED, that said agreement to be in such form as the County Attorney shall approve.
