RESOLUTION INTRODUCED BY THE PLANNING AND COMMUNITY DEVELOPMENT COMMITTEE TO ADOPT AN AMENDED AND RESTATED DEPARTMENT OF GRANTS ADMINISTRATION - GRANTS BEST PRACTICES GUIDE AND RESCIND RESOLUTION NO. 103-24
WHEREAS, on February 14, 2024 Resolution 103-24 was adopted by the Sullivan County Legislature to adopt an amended and restated Grant Administration Manual; and
WHEREAS, in February of 2025, the Department of Grants Administration (DGA) staff undertook a review of its Grant Manual (“Manual”), under the supervision of the Commissioner of Division of Planning, Community Development and Environmental Management; and
WHEREAS, in its review of the Manual, DGA identified a need to address the resolution process for authorization of applications for funding, and developed a “Grants Resolution Checklist,” resolution templates, and samples for inclusion in the manual; and
WHEREAS, the Manual was previously adopted as a County policy and as such a resolution is required to formalize these changes to the manual; and
WHEREAS, the Commissioner of the Division of Planning, Community Development and Environmental Management and the aforementioned County Government staff believe that the revised Department of Grants Administration - Grants Best Practices Guide, once adopted by the Sullivan County Legislature, would obviate the need for Resolution No. 103-24.
NOW, THEREFORE, BE IT RESOLVED, by the Sullivan County Legislature that:
1. The draft Department of Grants Administration - Best Practices Guide, dated April 2025, be and hereby is adopted.
2. Resolution No. 103-24 be and hereby is rescinded.
