RESOLUTION INTRODUCED BY CATHERINE SCOTT, CHAIR OF THE HEALTH AND HUMAN SERVICES COMMITTEE TO SUPPORT A CONGRESSIONAL DIRECTED SPENDING APPLICATION FOR THE GROVE AT EVERGREEN MEADOW AND TO EXPAND NATURE-BASED YOUTH SERVICES IN SULLIVAN COUNTY
WHEREAS, Sullivan County is characterized by its rural character and vast natural resources, yet faces significant challenges in providing local, accessible behavioral health support for its younger residents; and
WHEREAS, the geographical isolation of a rural county often creates barriers to traditional services, making it essential to develop nature-based initiatives that utilize our local environment to foster wellness and personal growth; and
WHEREAS, Evergreen Meadow Services is completing The Grove in Rock Hill, NY, a facility dedicated to providing a structured, nature-based environment where youth can engage with the outdoors; and
WHEREAS, The Grove’s programming centers on agriculture, horticulture, and animal-assisted interactions, allowing young people to develop life skills and resilience through the stewardship of the land and the care of animals; and
WHEREAS, this project is expected to serve 250 young people per year, providing a critical resource in a county where youth services are currently limited and high-demand; and
WHEREAS, Evergreen Meadow Services is seeking final funding through a Congressional Directed Spending (CDS) application to ensure the full implementation of this nature-based model for the benefit of Sullivan County families; and
WHEREAS, the Sullivan County Legislature recognizes that supporting innovative, outdoor-focused programs is a vital investment in the health, heritage, and future of our rural community.
NOW, THEREFORE, BE IT RESOLVED, that the Sullivan County Legislature hereby formally supports the Congressional Directed Spending application for The Grove at Evergreen Meadow; and
BE IT FURTHER RESOLVED, that the Legislature urges our Federal representatives to prioritize this funding to bridge the gap in rural youth services through this unique nature-based approach; and
BE IT FURTHER RESOLVED, that a copy of this resolution be transmitted to our Congressional delegation to advocate for the successful completion of The Grove.
